Both Detroit and Baltimore will have the commissioner's office choose their draft picks and international signings, so both teams aren't penalized for lethargy on the part of new owners.That should have been done when they claimed the teams during their open window, which makes OF: Riley Greene ineligible for bids in week three. He was Detroit's top pick in the 2019 draft and should be on their roster. I'm curious where the ruling is for this scenario. I was also going to put Riley Greene up for bid. I looked through the rules to make sure it was allowed. I saw no rule on it.

When teams are inactive or their owners are there in name only, the commissioner's office have the authority to add draft picks and international signings to inactive teams that were ignored. It was learned back in 2017 that inactive teams just fade into oblivion if they are ignored, with no new talent added, expiring contracts, no tags applied, and new owners aren't keen on taking them on as a complete challenge, rebuilding them from scratch.
In 2018, the league created adopt a team that didn't have an owner, and that worked out excellent, since trades were made by the adoptive team, draft picks were signed, and even though they aren't going to challenge for a division title or world series, they were more attractive for new owners to claim, which has happened now in 2020. Teams now have excellent owners that have totally revamped their teams and the whole league is stronger as a whole, where at one point in time, contraction was considered because the teams were so bad through neglect.
