1 - Salary Caps have been increased 5 Million, which is the norm in odd years and increase in two-year intervals.
2 - To evolve with real-life baseball, due to the international draft held each July now, where teams sign many players, minors rosters have been expanded to 50 minors, if teams elect to have that many. It isn't mandatory to carry the maximum number and teams control their own rosters.
Possible 2020 changes.
A poll has been put on the board that deals with 0.4 PP, which enables teams to obtain an extra year in the event of injury, but the results wouldn't come into play until the end of 2019.
Second: A poll will be posted that deals with a minor's draft that would involve players third round and later, since the first two rounds are eligible for compensation purposes of teams losing an RFA free agent. The results of that poll also wouldn't go into effect until the conclusion of the 2019 season and the five-round draft would take place in November, after the season ends, coinciding with the increase of minor's rosters in 2019.
Third: It was suggested that tags should be at the discretion of the teams in a flexible manner, where a Restricted tag can be used as a franchise tag, or vice versa, helping teams keep talent they have assembled. A poll will be posted to reflect the mood of the league, if that is the direction the league should take in our quest to evolve with the times.
Fourth: It was suggested in earlier years that the thirty-man rosters should be expanded to thirty-five, since real-life baseball now incorporates a revolving roster with 26 players for double-headers, plus constant shuttles of the minors to the majors of players. Teams would still have a thirty-man roster, but five extra spaces would be for minors promoted during the year, without having to drop players to accommodate them. With the introduction of an 'opener' by Tampa Bay in 2018, teams will incorporate that scenario with more regularity in 2019, which means more minor's promoted to bullpens. A poll will be posted for this suggestion to see if the league approves.
