Mariners are here, and planning on returning now that my team is competitive. But if there are too many changes, I may reconsider. I like this league because it is a little quirky (different salary caps, tags, ties to real like drafts, ....). I know sometimes it makes things unfair but every other league is basically the same.
Also, two weeks seems a bit strict for a 2019 check in considering we just entered the off season and a lot of long time owners know that certain things like draft claims aren't due until the end of the year.

No major rule changes are going to be made, any rule changes suggested by owners will be voted on but other than that everything will be remaining the same. Every owner should be at least logging in once within 2 weeks time, I will not be replacing owners right away, just want a general idea of who is active.
